Description

The unit test suite for Zend_InfoCard fails with a fatal error:

phpunit --verbose --report Zend_InfoCard_AllTests Zend_InfoCard_AllTests > Zend_InfoCard_AllTests.out 2>&1

I get the following output:

The second parameter of base64_decode isn't available unless you have PHP 5.2.0+ so I added a version check to make sure before moving forward..

I would just remove the strict-check, but considering the security/identity nature of the component I think being as strict as possible makes sense here..
