Zend_Magic is a simple component that reads my mind and generates code dynamically to do what I want.
Zend_Css will provide CSS interpretation, generation and validation. It will create a "DOM" from existing CSS code and may allow CSS3 style calculations and functions. It may also check existing CSS is valid and may present information about potential browser conflicts or issues. It may be able to output browser-specific code based on a combination of browser specific CSS files OR from browser specific commands in the special generation engine.
