ZF-12333: decodeDeflate() handles incorrectly

This is a dupe of ZF-6040 but I don't seem to be able to reopen that bug.

I'm seeing the same issue with the Windows Live Connect API (Server: Live-API/16.2.1431.613 Microsoft-HTTPAPI/2.0). It seems that checking the first two bytes % 31 isn't sufficient.

For me adding a check for the compression method helps (which in RFC 1950 is defined as 8 for deflate, and no other methods are defined): if ($zlibHeader[1] % 31 == 0 && ord($body[0]) & 0x0f == 8) {

However I imagine this check could also be defeated by chance in the wild, maybe the code should check for known-bad servers in the Server header?
