It would be better if application.ini had a debug = 0/1 setting so that the error.phtml could check for it rather than checking for the 'development' environment variable as it'll stop working if anyone extends development or needs error information in [staging] or [testing].

Fixed in r18588, this will be part of 1.10, and is currently in incubator.
